Higher education institutions (HEIs) must adapt to the demands of the digital revolution and play a bigger part in the ecosystems and economics of innovation. HEIs and policymakers now need to reconsider how they should be creating entrepreneurial innovation systems to support a robust global economy and a better world. The objective of this article is to describe the socio-institutional and techno-economic innovation components of innovation systems. The development of a theoretical framework for constructing a healthy innovation ecosystem at HEIs will be guided by an analysis of the already available literature and practical responses to the issues. The methodology followed a systematic review approach that considered articles found within the google scholar website. According to the research cited in this article, HEIs must comprehend how innovation systems affect their innovation to conduct research, innovate, and commercialise. The ramifications of this research emphasise how crucial it is to forge connections between academic universities and commercial enterprises as part of formulating a roadmap for developing robust support systems for research, innovation, and commercialization.

The small businesses in South Africa exist to help with solutions that respond to the overall economic and social development challenges such as the high levels of unemployment, poverty and inequality. The government’s role has always been to make the business environment conducive for all businesses to thrive. Despite the efforts by government, SMEs still experienced several challenges that impede their opportunity to grow and be sustainable in order to fulfil government and society expectations. This study aimed at investigating the challenges faced by SMEs during uncertain times of Covid-19 and Civil unrests within KZN. The study also explored the recommendations to take in order to rebuild again and also to better prepare for future uncertain events. A case study research design was used. The study used a qualitative research approach to gather an in-depth understanding of the challenges faced and actions taken by DACT incubate in KZN. The sample size of 10 SMEs owners was selected from the targeted population of 80 SMEs. The data generated through online zoom interviews was analysed using NVivo 12 software to create themes and sub-themes based on the research questions. The findings indicated that there is a lot of challenges experienced by SMEs that were exacerbated by the outbreak of Covid-19 pandemic and the Civil unrests. These challenges included downsizing employees, losing customers, reducing production due to unavailability of raw materials, losing production time, and drastic drop in sales. Most of SMEs also could not even access purchase order or short-term funding, and available relief support schemes. In conclusion, the study identifies some key recommendations on what DACT incubate, private sector and government can do to respond to SMEs challenges to help them rebuild and contribute to solving economical and societal challenges.

The purpose was to determine strategic statements' intent, congruence, convergence, emerging themes, alignment to characteristics, and allegiance in the public sector. Purposive, archival research was followed using the mixed methods approach. Interviews were held with senior management for qualitative data, and questionnaires were completed by middle management and operational staff for quantitative data to avoid bias. The focus was strategic planning and management's theoretical framework. Determination of the degree of the statements' alignment to characteristics and the public sector strategic plan hierarchy was made. The findings indicate that management and staff were aware of statements and their strategic role. Statements were confirmed to have been seen on the websites, walls, and strategic documents of government departments and during staff training. The establishment of congruence, convergence, and alignment was evident in four of seven clusters. Statements in alignment with the characteristics existed in half of government departments, while almost half were poorly crafted. Motto statements existed in four out of ten departments. The public sector ranked legal mandate and the Constitution higher than strategic statements. The existence of a motto dictates that it should be included in the strategic planning hierarchy. The study showed that in the public sector they value more the constitution and legal mandate, while the private sector values more vision and mission in their day-to-day operations. Public sector management has to improve the crafting of these statements to include most of their characteristics for intended effects. The awareness of these statements in the public sector should move from strategic development compliance to driving purpose, commitment, and attitudinal behaviors. The value the study adds is that characteristics of public sector statements will now be known for future studies. Contributions to the body of knowledge are on strategic planning hierarchy that includes a motto with its strategic intent. Other agencies that support the government sector potentially need to understand whether macro policies like the national development plan are infused in strategic statements.

Higher education institutions (HEI) face several obstacles because of the digital revolution that must be solved for them to play a more and bigger part in innovation ecosystems and economies. Therefore, HEIs and policymakers are always in need of a research administrative structure that is mainly favorable and creates an atmosphere where researchers can generate high-quality research outputs. This study aims to outline the problems that university research management and administration face when trying to promote research, innovation, and commercialization. There will be a study of the existing literature to propose a theory (The Triple Helix Model) that is relevant to this study. The study followed a scoping review of literature that is relevant to the subject matter. Practical answers to the questions will then be used in this framework. According to the research cited in this article, HEIs must set up strategic structures and activities to advise policymakers on how to frame robust support systems for research, innovation, and commercialization.

This paper analyzes the impact of non-compliance on distribution of government support to SMMEs in the King Cetshwayo district in South Africa during the Covid 19 lockdown. We use qualitative data from semi-structured interviews and thematic content analysis to analyze the experiences and perceptions of government employees and political representatives who were involved in distributing the goods or services. Our findings show that compliance and negative attitudes towards compliance requirements were a hindrance to government interventions to ameliorate the Covid 19 pandemic induced recession. The top-down structure of the compliance system also contributed to challenges as local, national, and regional regulators were not coordinated with each other. We therefore recommend alignment of compliance requirements across the distinct levels of government (regulators), and improvement in efficiency of the regulatory system. A complete online system can be used and made accessible to local regulators to improve service delivery. In addition, compliance requirements can be relaxed during times of crises to enable access to government support by SMMEs.

The engagement of social media in small businesses is penetrating and growing rapidly for goods and services for both small medium businesses and customers. Social media is an effective platform for businesses to capitalize in advancement of profits and increase in market share through promoting small medium enterprises (SMEs) based on network abilities, image conversion, and personal extensibilities in the market. Notwithstanding plausible prominence however, the influence of social media usage on business performance remains less understood in empirical terms. Therefore, it is in contradiction of this background that this paper seeks to examine the significance of social media usage on the increase of market share for SMEs in uMhlathuze Municipality. This study investigated the effect of social media usage on the increase of market share for SMEs in uMhlathuze Municipality located within KwaZulu-Natal province in South Africa using primary data and to achieve this objective, a survey was conducted using a structured questionnaire administered. Furthermore, a common approach in earlier studies treats market share as a continuous variable in a linear regression framework. The findings reveal a positive and significant association between social media usage and market share using an ordered logit model. Though the results were encouraging but not all the SMEs use social media for selling and advertising.

Purpose– This study evaluates the impact of government social protection interventions on households’ welfare in South Africa. Design/methodology/approach– The study uses survey data comprising 393 observations and the multinomial logistic regression technique to analyse the effect of government interventions on households’ welfare. For robustness purposes, a negative binomial regression model is also estimated whose results corroborate the main results from the multinomial regression model. Findings– The study’s findings show that government economic interventions through social protection significantly reduce the likelihood of a decrease in household income or consumption. COVID-19 grant/social relief of distress grant, unemployment insurance, tax relief and job protection and creation are all significant in sustaining household income and consumption. Practical implications– The findings have policy implications for social development. Specifically, the findings support the use of government social protection as a safety net for low-income groups in South Africa. Originality/value–Thestudypresentspreliminaryevidenceontheeffectivenessofseveralmeasuresusedto ameliorate the COVID-19-induced recession within the South African context.
