Decolonizing higher education in Africa implications and possibilities for university libraries

Abstract: Decolonizing higher education in Africa, a process inclusive of indigenous literacy, is an emancipatory transformative concept that is largely grounded on critical theory, critical theory of education, dependency theory, and Afrikology epistemology. The four theoretical perspectives espouse emancipation, transformation, liberation, empowerment, inclusivity, equality, co-existence and social justice, and, to some degree, are rooted in neo-Marxist radical paradigms and can be used as the theoretical lens for analyzing decolonization and indigenization.

- 2022| SAGE PublicationsEffective communication between nurses and patients is an important factor to quality nursing care but ineffective nonverbal communication could take a toll on health care. Therefore, understanding the factors that influence nonverbal communication between nurses and hospitalized older adults could help solve communication problems, thus improve nursing care. A sample of 13 nurses and 4 student nurses from two hospitals in Cameroon participated in the study. Data were collected using participant observations and semi-structured interviews, and analyzed using open coding and constant comparative analysis. Three categories were identified as influencing factors: nurse views of hospitalized older adults, hospitalized older adult-related factors, and nurse intrinsic factors. Effective nurses’ nonverbal communication with hospitalized older adults relies mostly on nurses’ intrinsic factors. Identification and nurturing of the positive nurse intrinsic factors are important to develop effective nonverbal communication skills among nurses.

- This paper aims to explore how branding essentials can foster or derail heritage tourism growth. Brand management capabilities support heritage tourism destinations such as South Africa to achieve competitive advantage in the global tourism marketplace. Heritage tourism destinations in Africa operate within a highly competitive environment as most of them offer identical products and services to their clientele. Unique historical and political backgrounds associated with particular geographical regions foster their heritage tourism growth. Subsequently, in South Africa, different forms of tourism that exist within the heritage tourism niche such as cultural tourism have gained immense popularity as they attract numerous domestic and international tourists to heritage tourism sites. Branding as a composite of numerous essentials including, but not confined to, brand essence, brand image and brand loyalty, is believed to be a key factor that can either stimulate or hinder heritage tourism growth in tourist destinations including South Africa. A conceptual model has been developed in this paper, based on the interlinkages between the key essentials of destination branding and how they influence heritage tourism growth. This paper posits that there is a strong relationship and interrelatedness between destination branding and heritage tourism growth.

- Institutional repositories (IRs) have received substantial consideration from various researchers across disciplines and around the world. Universities have considered prioritising the IR’s functionality by putting in place various measures to make IRs more efficient. This paper focuses on issues of institutional repositories and digital preservation in South Africa. The study drew from the secondary source of information in the African context and around the globe to have a sound argument that is more systematic towards IRs. The paper shows that in the past, various studies have focused on the field of preservation of cultural heritage in general. The gap identified by literature was that there was very little provision of reliable long-term digital repositories in Africa. The literature further revealed that most institutions of higher learning in South Africa are now migrating to have full implementation of digital preservation for their IRs. It is recommended that digital preservation strategies should be embedded in institutional repositories in South Africa.

- Worldwide midwifery has been regarded as a female domain until recently where female and male student nurses are trained to become midwives/accoucheurs. Most women are still reluctant to receive maternal healthcare from student accoucheurs. The purpose of the study was to explore and describe the perceptions of women regarding student accoucheurs’ involvement in maternal health care in the Free State Province. A descriptive, exploratory, qualitative research design was undertaken. The study was conducted in the Free State Province. Three regional hospitals, two district hospitals and five Primary Health Care clinics were purposefully selected to make a total of 10 maternal health care institutions that were used as data collection sites. Data was collected using one on one semi-structured interviews with 30 women in the post-partum period, 18 years of age and above, attending for post-natal health care services at the Free State maternal health care institutions. Data was organised and stored using ATLAS.ti program and analysed using Tesch’s open coding approach. The majority of the participants did not approve of student accoucheurs’ involvement in maternal health care. The perceptions of the participants were influenced by cultural beliefs, values, socio-economic factors and social interactions. The study findings cannot be generalized to the other provinces because the study was contextualized to the Free State Province. This study highlights the importance of understanding and consideration of cultural diversity in the provision of health care services.

- Increasing demand for sustainable energy has boosted the exploration of inexpensive and efficient catalysts. Transition metal sulfides have been proven as efficient electrocatalysts for energy storage or energy generation applications. Herein, cubic phase α-MnS and transition metal (Cu2+, Fe3+, and Ni2+) doped MnS nanoparticles were synthesized via the hot injection method from their piperazinyl dithiocarbamate complexes, respectively. The morphology of pristine and TM-doped MnS nanoparticles was studied using transmission electron microscopy (TEM) and scanning electron microscopy (SEM) analysis, while optical and structural properties were studied using UV–visible spectroscopy and powder X-ray diffraction (p-XRD), respectively. p-XRD analysis confirmed the successful incorporation of dopants into MnS lattice structure and suitability of heterocyclic dithiocarbamate complexes for phase/composition controlled synthesis of nanomaterials. The effect of doping on electrocatalytic properties was also investigated. The MnS-based electrodes doped with Ni and Fe presented satisfactory specific capacitances of 840 and 900 F/g at 2 mV/s scan rate. In addition, the testing for electrocatalysis for the water-splitting process demonstrated that Ni–MnS had a superior performance for HER with a η of 132 mV at 10 mA/cm2 and Tafel slope of 44 mV/dec. On the other hand, Fe–MnS showed better performance towards OER with a η of 280 mV at 10 mA/cm2 and a Tafel slope of 60 mV/dec.

- The shadow banking system is an alternative source of finance to formal banking channels and has expanded rapidly in the past two decades. This expansion has had a two-dimensional impact on economies: a threat to financial stability, and an increase in credit extended to firms. In this paper, we analyse whether the growth of shadow banking has had any effect on the financial stability of emerging market economies or not. We use a Global VAR Model and report impact elasticities and impulse response functions. Our results show strong cross-country financial linkages through the shadow banking sector among emerging economies and also between emerging economies and the global economy. We suggest a pro-active and targeted approach to regulation where transmission of financial disturbances in one country can be nipped before they can impact other countries.

- The COVID-19 pandemic accelerated the use of online learning and self-directed learning to motivate and engage students. Therefore, this study sought to determine how online learning fostered self-directed learning at a South African university during this period. Higher education institutions worldwide had to shut down indefinitely following guidance from health experts to contain the spread of the COVID-19 pandemic. Since education is regarded as a pillar of development for all countries, some means had to be found to keep teaching and learning going irrespective of the ongoing health crisis. Hence, online learning made it possible for university students to continue learning during the emergency university closure. This was a period of reckoning, however, as many students began experiencing challenges related to poor internet connectivity and accessing digital learning devices. Despite these challenges, the solution was to reach out to all students to ensure that they were not excluded from the learning process. The sudden transition to online learning meant that students could no longer follow a well-coordinated, structured learning schedule that was guided and supervised on campus; rather, online learning meant they had to become more independent in their learning. Independent learning encourages students to be proactive and independent, a philosophy aligned to self-directed learning (SDL). This study explored the experiences of third-year student teachers in navigating SDL through online learning platforms. The study was underpinned by self-directed learning theory and adopted a qualitative case study research design, generating data from ten student teachers using a Zoom app focus group discussion. Data were analyzed using an inductive thematic analysis framework. The study found that although SDL is appropriate because it promotes learning independently, the majority of student teachers encountered several challenges when adopting online learning, catching them off guard because they were not formally introduced to it.

- Purpose – In this paper, we refer to the World Economic Forum in Davos, Switzerland, in 2016, where the concept of the Fourth Industrial Revolution (4IR) was coined by Klaus Schwab, with the reference that it would be building on “the Third, the digital revolution” and would be “characterized by a fusion of technologies that is blurring the lines between the physical, digital, and biological spheres”. While acknowledging that the 4IR will impact on everything, everywhere, including research and libraries, we conceptualize 4IR, and we compare current academic library services/trends in South Africa with 4IR requirements, through the analysis of 26 public university library websites. Design/methodology/approach – Besides conceptualization of 4IR, a content analysis of websites of 26 public universities’ libraries in South Africa was achieved followed up with verification of the data by respective libraries through a preliminary research report circulated to them by email. 23 areas were identified as the trends in academic libraries, which included free Wi-Fi in the libraries; 24/7 study areas and access to library resources on and off campus; research commons; makerspace; borrowing ICTs (e.g. laptops); e resources; e-catalogues; research data services (RDS; RDM, IR); open scholarship; information literacy and reference/bibliographic tools, library as a publisher, among others. Data obtained were captured in Excel and analyzed by the research questions. Findings – The 4IR concept does not occur often in literature, in relation to academic libraries, but it is implied. The findings show that the libraries are responding well to the revolution through their services, with remarkable innovation and creativity on display. There was a 64% presence of the analyzed trends/services in the libraries, with emerging trends/services such as library as a publisher (4%), robotics/AI (4%), makerspace (8%), RDS (27%), borrowing of ICTs/devices (19%) and user experience (19%) scoring low, while information literacy and digital scholarship (e.g. IR) (88%), e-catalogue and e-resources (92%), group study area (85%) and off campus access (77%) scoring above 75%. The scatter of the trends/services among the university libraries is noted for knowledge sharing of best practice. Research limitations/implications – In order to improve accordance with trends, academic libraries have to be better resourced, accessed and used, as well as improve web visibility. The study expects library services to be responsive, resourced and accessible anytime and anywhere, and it provides a conceptual framework and a benchmark for further research and exploration in the country, region and perhaps elsewhere. Practical implications – The study can be used for benchmarking current and future academic library services in Africa. The conceptual framework provides an agenda for theoretical discussions and deliberations. Social implications – The trends, framework and 4IR representations in the study can inform theory and practice in LIS, particularly in Africa. Originality/value – Linking 4IR to current and future library services provides a tool for academic libraries services benchmarking and development and provides a conceptual framework for theoretical and practical debates and implementation. The study is quite current and appropriate for the ongoing discussions of 4IR implications to academic libraries.

- Background: Institutionalisation of mental healthcare users was a prevalent treatment approach in the apartheid era in South Africa. The introduction of community-based mental healthcare is aimed at improving mental healthcare services. The integration into primary healthcare improves access to mental health services. This integration is implemented by professional nurses working in the primary healthcare clinics. Aim: The aim of this study was to explore and describe experiences of professional nurses regarding integration of mental health into primary healthcare at the iLembe district of KwaZulu-Natal. Setting: This study was conducted at a public hospital in the iLembe health district of KwaZulu-Natal province. Methods: An explorative, descriptive and contextual qualitative research study was conducted. Semi-structured interviews were conducted with 15 professional nurses. Data were transcribed verbatim, organised into codes and finally analysed thematically using Tesch’s method of data analysis. Results: This study revealed that majority of participants experienced and faced challenges regarding integration of mental health into primary healthcare. Professional nurses stated that they require support from the management and training to equip themselves with knowledge and skills to render effective mental healthcare services. Conclusion: The integration of mental healthcare into primary healthcare is pivotal to ensure easy and accessible mental healthcare services to its users. This strategy requires planning and implementations of available policies and guidelines regarding mental healthcare. Furthermore, adequate funding is required to secure human and material resources to aid the integration of mental healthcare into primary healthcare.

- This qualitative case study explores early childhood pre-service educators' perceptions of using play-based teaching strategies across the Foundation Phase. A play-based approach promotes a special mode of thinking, a sense of possibility, ownership, control, and competence in math and PE learners. That is why scholars believe that hybrid pedagogical content knowledge that integrates play-based learning sustains learner attention throughout the lesson and promotes problem-solving skills. Therefore, the main objective of this study is to propose alternative pathways that promote the implementation of a hybrid pedagogical teaching strategy in the Foundation Phase. This study draws from a qualitative case study conducted at one of the universities in KwaZulu-Natal to explore the perception of pre-service teachers about using a play-based teaching strategy in pre-Grade R and Grade R classes. Five preservice teachers who teach both mathematics and PE were purposively and conveniently sampled to generate data using narratives and semi-structured interviews to describe their perceptions and experiences. Zoom group meetings and WhatsApp one-on-one semistructured interviews were used during the data generation process. The findings reveal that pre-service mathematics and PE teachers perceive play-based pedagogies as necessary to provide a wide range of opportunities for learners to learn to count, visualize groups, and develop problem-solving skills. They underscore the importance of drawing from a hybrid approach that draws strength from play-based learning to complement formal learning.

- The focus of this paper is to describe the establishment and origins of the Emmaus pilgrimage heritage site and also the role played by Abbot Francis Pfanner in its establishment. Furthermore, the paper discusses the tourism perspective of religious pilgrimage sites. The Emmaus heritage site draws visitors from all over the world, and such visitation is linked to religious travel. A key objective was to unpack an understanding of religious tourism as a driver behind the observance and respect for the Emmaus pilgrimage site. A description of the religious tourism perspective is offered as well as the benefits of religious pilgrimages to the destination. The paper is conceptual, and emphasis is on the sanctity of the site while also offering some perspective of religious tourism as a strategy to sustain and market the heritage site to attract a greater volume of global pilgrims. A qualitative research method has been used to get answers, and a descriptive analysis has been done to show the sanctity of the Emmaus heritage site. The paper demonstrates that a 'niche' product of religious tourism is indeed a big drawcard for the industry. There is a 'sanctity' element of the Emmaus pilgrimage site as well as a presentation of the key role played by Abbot Francis Pfanner. Reflection of religious tourism and reasons for motivation and promotion of domestic and international pilgrims to visit pilgrimage sites are also briefly considered. In concluding, the paper draws attention to understanding the Roman Catholic religious traditions, such as the pilgrimage.

- Proverbs fall within the ambit of folklore. Folklore is knowledge, cultural expressions, and traditions of a particular group, originally oral and passed along by word of mouth. This article examines Zulu proverbs applicable to the critical incident in which a wedding was forcibly dispersed by the South African Army on the first Saturday of the Covid-19 lockdown in March 2020. A deluge of research has been done on proverbs. One can mention scholars such as Masuku who analysed the use of proverbs from the Africana-womanist perspective. Proverbs in isiZulu may be used to express a variety of emotions such as dismay, shock, and sadness when phenomena occur. It can also be used as a tool to educate and correct human behaviour through warnings and providing advice. In this article, proverbs will be analysed in the context of this discussion. Using the pragma-sociolinguistic theory, this research interviewed 30 purposively selected participants residing in King Cetshwayo District in Zululand and uMkhanyakude District in the northern KwaZulu-Natal province in South Africa. The findings reveal that proverbs still have a place in contemporary African society and that as a people, we need to use and apply them in our daily conversations and occurrences to avoid their extinction.

- Communication in teaching and learning space has never been the same following the outbreak of the COVID-19 pandemic. The crisis of COVID-19 has brought about the urgency for most higher education institutions to adopt e learning. This response was to save the academic year. Hence, this study explores how e-learning has aided African universities to engage their students in teaching and learning. A quantitative research method was adopted for the collection of data. The survey was made up of 400 questionnaires which were randomly administered to the second-and third-year students in the selected South African university. The findings of the study show that e-learning trends before COVID-19 were unappreciated and unaccepted. Meanwhile, following the outbreak of the coronavirus, e-learning has become one of the most sort-out phenomena. However, several factors such as unawareness, lack of funding, and poor internet connectivity, amongst others have always hindered the use of e learning platforms. Hence, the study recommends amongst others that adequate awareness be made to educate both lecturers and students on the importance and the continuous use of e-learning. Also, funding should be made available for institutions of learning to enable them to adapt to e-learning. The gains achieved must be maintained and continue post-COVID-19.

- The Upper Blue Nile Basin (UBNB) is the main flow contributor to the downstream river. Given the competing demands, we characterize the water balance by statistical analysis of past observations and data assimilation models. UBNB runoff shows a minimal trend (1% of variance) and a large annual cycle (69%) governed by the equatorial trough and Hadley circulation. The diurnal cycle linked to local heat fluxes contrasts with modulation by the slower Pacific El Niño Southern Oscillation and faster Indian Dipole. Using daily measurements over ~25 years, we found that the inflow to Lake Tana (average 48 m³/s) obtains a linear regression fit of r² = 76% with the discharge at Khartoum (average 1380 m³/s) at a lag of +6 days, implying that the small catchment conveys the hydro-climate signal to the entire Nile Basin. The inflow-induced turbidity in Lake Tana was studied using changes in color detected by satellite. Land-use changes in the UBNB were quantified by satellite infrared temperature and aerosol density. Trends in vegetation temperatures showed a +0.2°C/year rise in agricultural zones. Ensemble model-projected trends in runoff are upward and may keep pace with the growing demand for Nile water.

- The sudden increase in the number of traffic flow in recent times is a pointer for the network engineers regarding the need for suitable mechanism that would take care of the network QoS demands. Such demands include the smooth running of big data, D2D video exchange, Voice over-IP and real-time multimedia which needed certain QoS requirements for optimal service. However, fewer research articles have reported on this challenges. We propose a multi-criteria routing algorithm that is based on deterministic Adaptive rendering technique called DART_MCP. Our DART_MCP algorithm deployed Dijkstra’s algorithm to simplify the topology of the network before using multiple-criteria energy functions. The proposal was tested using a network simulator in comparison with other existing algorithms like, SA_MCP, H_MCOP and HSA_MCP. The experimental results show that our proposed algorithm recorded lower running time, higher success ratio rates and network interference reduction by 42.9%, thus achieving a faster network stability.

- This paper investigates the University of Zululand Library’s response to the university’s inclusive education agenda with respect to the accessibility of library services to students with disabilities. This was a qualitative study within the interpretive paradigm that used Michael Oliver’s social model of disability as an underpinning theory. Semi-structured interviews were used to collect data from students with disabilities and library staff. In addition, physical inspection of the library building was also conducted. Data analysis was done by thematic analysis. The study reveals that the University of Zululand Library services are not inclusive. Students with disabilities struggle to access library services. They faced such challenges as inaccessibility of library services, unavailability of resources in alternative formats and assistive technologies, and the lack of a disability policy. The study also found that the library faced the following challenges in providing services for students with disabilities: limited funding, a lack of staff awareness and training, the lack of a disability policy and a lack of collaboration. Formulating regulations to enforce the implementation of disability policy and legislation, developing institutional disability policies, and providing assistive technologies are critical in ensuring the accessibility of library services to students with disabilities at the University of Zululand. Unless students with disabilities have equal access to information, the university’s inclusive education agenda will remain a distant dream. Access to academic library services is critical to the full participation of students with disabilities in education. Likewise, inclusive university education can only be realised when students with disabilities have equal access to information. This aligns with the Sustainable Development Goals and the United Nations Convention on the Rights for Persons with Disabilities, which promote equal access to services and facilities to persons with disabilities. This paper raises awareness for both library staff and university management about the current status of library facilities and services with respect to accessibility for students with disabilities and how to address inclusiveness in library service provision.

- There are no magic elixirs to simply reopen sports in schools. Sports and extracurricular activities happening during regular lunch breaks of a normal school day represent a crucial component of teachers’ social and emotional needs. This poses many unanswered questions about the ability of primary school teachers to manage various sporting activities and other major events requiring close contact while adhering to social distancing guidelines and other related health protocols for minimising the rate of infections among teachers. This study investigated the experiences of primary school teachers who teach Physical Education as part of Life Skills curriculum during the COVID-19 pandemic in four primary schools in KwaZulu-Natal. This research is a qualitative interpretive case study of four selected schools in the King Cetshwayo District. Data were obtained from PE teachers through semistructured research interviews and field observation. They were processed and analysed through data coding, unitising, categorising and the emergence of themes, which became the findings of the study. The findings show that although sporting activities and events violate social distancing guidelines, and heighten the spread of COVID-19 infections to PE teachers as such, FP teachers are facing complex challenges ranging from fear of contracting the virus to taking long protracted leave before the resumption of PE during lockdown. Some are optimistic that a new pedagogy will be found for implementing safe PE and sports culture in rural primary schools to mitigate the impact of the COVID-19 pandemic to PE teachers.

- In Islamic law, child custody is divided into physical custody and legal custody. Physical custody is given to a child's mother during the age of dependency, while legal custody is automatically assigned to the child's father. For a mother to qualify for custody and retain it in terms of Islamic Law, she must, among other things, not remarry. This requirement unfairly discriminates against women because the same is not expected of the father. Moreover, a mother is expected to reside in an environment where the father can visit and come back the same day. Failure to adhere to the above requirements may lead to custody being taken away from the mother. Again, this is discriminatory and leaves much room for arbitrary decisions that might not be in children's best interests. The South African Common Law regulation of child custody is more likely to promote the best interests of the child than its Islamic counterpart. In a recent landmark judgment, the South African Supreme Court of Appeal (SCA) held that the failure to give full legal recognition to Muslim marriages amounted to the violation of Muslim spouses' right to equality, dignity, children's rights, and the right of access to courts. Moreover, all provisions of South Africa's Divorce Act will now apply to all Muslim marriages dissolved by divorce. Therefore, the SCA rightfully extended the Common Law position on child custody to Islamic marriages to safeguard the best interest of the child.

- This study measures the technical, scale and chemical use efficiency of smallscale sugarcane growers in the KwaZulu-Natal province of South Africa. The paper applied the input-oriented approach assuming a variable return to scale Data Envelope Analysis (DEA), Slack Based Measure model and Truncated regression model to estimate productive efficiency and its determinants. The random sampling technique was applied to collect cross-sectional data from 300 small-scale sugarcane growers for the 2015-2016 production season using a questionnaire. The estimated mean technical, scale and chemical use efficiency decomposed using the input-oriented DEA were 72.5%, 77.9% and 68.3%, respectively. Using the truncated regression analysis, we found that education, off-farm income, farming experience, extension support, and land size were significant determinants of technical efficiency. However, farming experience together with extension support and land size were negatively related to technical efficiency. We propose policy reforms aimed at stimulating optimal sugarcane production by improving production scales and chemical-input allocation which are managerially driven rather than natural induced production issues.
