The post-pandemic recovery strategy of the educational system in South Africa the 'new normal'

Abstract: The objective of the study explore the ‘new normal’ introduced by the global covid-19 pandemic and the South African education post-pandemic recovery strategy. The study discussed the recovery strategies adopted by the South African institution of higher learning post-CVID-19, to understand the innovative measures used, as well as the impact of the covid-19 epidemic in South Africa. On March 15, 2020, all South African post-secondary institutions began to implement steps to achieve the government's mandate of social isolation and lockdown, while continuing to conduct their main business of teaching and learning. To prepare for the national lockdown measures, a public higher education institution performed an immediate examination of all operations supporting and enabling the academic project. “There was a 'new normal,' with all teaching and learning activities taking place entirely online and academic staff needing to quickly prepare and capacitate themselves”. This paper uses a qualitative technique or approach and the data were primarily collected through secondary sources with baseline available literature to critically reflect on how societies have dealt with such pandemics and shocks, situating the South African experience in a global and comparative perspective. It serves as an institutional case study, critically examining how its ideal of accessible excellence and equity was mediated by current events and its agility, emphasizing some of the problems and conflicts during the pandemic.

    Communication in teaching and learning space has never been the same following the outbreak of the COVID-19 pandemic. The crisis of COVID-19 has brought about the urgency for most higher education institutions to adopt e learning. This response was to save the academic year. Hence, this study explores how e-learning has aided African universities to engage their students in teaching and learning. A quantitative research method was adopted for the collection of data. The survey was made up of 400 questionnaires which were randomly administered to the second-and third-year students in the selected South African university. The findings of the study show that e-learning trends before COVID-19 were unappreciated and unaccepted. Meanwhile, following the outbreak of the coronavirus, e-learning has become one of the most sort-out phenomena. However, several factors such as unawareness, lack of funding, and poor internet connectivity, amongst others have always hindered the use of e learning platforms. Hence, the study recommends amongst others that adequate awareness be made to educate both lecturers and students on the importance and the continuous use of e-learning. Also, funding should be made available for institutions of learning to enable them to adapt to e-learning. The gains achieved must be maintained and continue post-COVID-19.

    The Upper Blue Nile Basin (UBNB) is the main flow contributor to the downstream river. Given the competing demands, we characterize the water balance by statistical analysis of past observations and data assimilation models. UBNB runoff shows a minimal trend (1% of variance) and a large annual cycle (69%) governed by the equatorial trough and Hadley circulation. The diurnal cycle linked to local heat fluxes contrasts with modulation by the slower Pacific El Niño Southern Oscillation and faster Indian Dipole. Using daily measurements over ~25 years, we found that the inflow to Lake Tana (average 48 m³/s) obtains a linear regression fit of r² = 76% with the discharge at Khartoum (average 1380 m³/s) at a lag of +6 days, implying that the small catchment conveys the hydro-climate signal to the entire Nile Basin. The inflow-induced turbidity in Lake Tana was studied using changes in color detected by satellite. Land-use changes in the UBNB were quantified by satellite infrared temperature and aerosol density. Trends in vegetation temperatures showed a +0.2°C/year rise in agricultural zones. Ensemble model-projected trends in runoff are upward and may keep pace with the growing demand for Nile water.

    The sudden increase in the number of traffic flow in recent times is a pointer for the network engineers regarding the need for suitable mechanism that would take care of the network QoS demands. Such demands include the smooth running of big data, D2D video exchange, Voice over-IP and real-time multimedia which needed certain QoS requirements for optimal service. However, fewer research articles have reported on this challenges. We propose a multi-criteria routing algorithm that is based on deterministic Adaptive rendering technique called DART_MCP. Our DART_MCP algorithm deployed Dijkstra’s algorithm to simplify the topology of the network before using multiple-criteria energy functions. The proposal was tested using a network simulator in comparison with other existing algorithms like, SA_MCP, H_MCOP and HSA_MCP. The experimental results show that our proposed algorithm recorded lower running time, higher success ratio rates and network interference reduction by 42.9%, thus achieving a faster network stability.

    This paper investigates the University of Zululand Library’s response to the university’s inclusive education agenda with respect to the accessibility of library services to students with disabilities. This was a qualitative study within the interpretive paradigm that used Michael Oliver’s social model of disability as an underpinning theory. Semi-structured interviews were used to collect data from students with disabilities and library staff. In addition, physical inspection of the library building was also conducted. Data analysis was done by thematic analysis. The study reveals that the University of Zululand Library services are not inclusive. Students with disabilities struggle to access library services. They faced such challenges as inaccessibility of library services, unavailability of resources in alternative formats and assistive technologies, and the lack of a disability policy. The study also found that the library faced the following challenges in providing services for students with disabilities: limited funding, a lack of staff awareness and training, the lack of a disability policy and a lack of collaboration. Formulating regulations to enforce the implementation of disability policy and legislation, developing institutional disability policies, and providing assistive technologies are critical in ensuring the accessibility of library services to students with disabilities at the University of Zululand. Unless students with disabilities have equal access to information, the university’s inclusive education agenda will remain a distant dream. Access to academic library services is critical to the full participation of students with disabilities in education. Likewise, inclusive university education can only be realised when students with disabilities have equal access to information. This aligns with the Sustainable Development Goals and the United Nations Convention on the Rights for Persons with Disabilities, which promote equal access to services and facilities to persons with disabilities. This paper raises awareness for both library staff and university management about the current status of library facilities and services with respect to accessibility for students with disabilities and how to address inclusiveness in library service provision.

    There are no magic elixirs to simply reopen sports in schools. Sports and extracurricular activities happening during regular lunch breaks of a normal school day represent a crucial component of teachers’ social and emotional needs. This poses many unanswered questions about the ability of primary school teachers to manage various sporting activities and other major events requiring close contact while adhering to social distancing guidelines and other related health protocols for minimising the rate of infections among teachers. This study investigated the experiences of primary school teachers who teach Physical Education as part of Life Skills curriculum during the COVID-19 pandemic in four primary schools in KwaZulu-Natal. This research is a qualitative interpretive case study of four selected schools in the King Cetshwayo District. Data were obtained from PE teachers through semistructured research interviews and field observation. They were processed and analysed through data coding, unitising, categorising and the emergence of themes, which became the findings of the study. The findings show that although sporting activities and events violate social distancing guidelines, and heighten the spread of COVID-19 infections to PE teachers as such, FP teachers are facing complex challenges ranging from fear of contracting the virus to taking long protracted leave before the resumption of PE during lockdown. Some are optimistic that a new pedagogy will be found for implementing safe PE and sports culture in rural primary schools to mitigate the impact of the COVID-19 pandemic to PE teachers.

    In Islamic law, child custody is divided into physical custody and legal custody. Physical custody is given to a child's mother during the age of dependency, while legal custody is automatically assigned to the child's father. For a mother to qualify for custody and retain it in terms of Islamic Law, she must, among other things, not remarry. This requirement unfairly discriminates against women because the same is not expected of the father. Moreover, a mother is expected to reside in an environment where the father can visit and come back the same day. Failure to adhere to the above requirements may lead to custody being taken away from the mother. Again, this is discriminatory and leaves much room for arbitrary decisions that might not be in children's best interests. The South African Common Law regulation of child custody is more likely to promote the best interests of the child than its Islamic counterpart. In a recent landmark judgment, the South African Supreme Court of Appeal (SCA) held that the failure to give full legal recognition to Muslim marriages amounted to the violation of Muslim spouses' right to equality, dignity, children's rights, and the right of access to courts. Moreover, all provisions of South Africa's Divorce Act will now apply to all Muslim marriages dissolved by divorce. Therefore, the SCA rightfully extended the Common Law position on child custody to Islamic marriages to safeguard the best interest of the child.

    This study measures the technical, scale and chemical use efficiency of smallscale sugarcane growers in the KwaZulu-Natal province of South Africa. The paper applied the input-oriented approach assuming a variable return to scale Data Envelope Analysis (DEA), Slack Based Measure model and Truncated regression model to estimate productive efficiency and its determinants. The random sampling technique was applied to collect cross-sectional data from 300 small-scale sugarcane growers for the 2015-2016 production season using a questionnaire. The estimated mean technical, scale and chemical use efficiency decomposed using the input-oriented DEA were 72.5%, 77.9% and 68.3%, respectively. Using the truncated regression analysis, we found that education, off-farm income, farming experience, extension support, and land size were significant determinants of technical efficiency. However, farming experience together with extension support and land size were negatively related to technical efficiency. We propose policy reforms aimed at stimulating optimal sugarcane production by improving production scales and chemical-input allocation which are managerially driven rather than natural induced production issues.

    The outbreak of the COVID-19 pandemic has led to a sudden transition from face to face to online teaching and learning practices in various parts of the world. Meanwhile, the level of awareness and adoption of mobile learning (Mlearning) by means of smartphones in many rural parts of Africa tends to be considered low. The reasons for this include various factors, such as poor access to internet facilities, a lack of funds, the cost of smartphones, amongst others. This study investigates the level of awareness of South African rural higher institution students (SARHISs) on Mlearning using smartphones. A quantitative method was adopted for the study. Convenience sampling was used to select the institution and the 75 respondents who took part in the study. Data were collected by means of a questionnaire, entitled “Smartphone questionnaire (SQ)”. The collected data were analysed using the Statistical Package for the Social Sciences (SPSS), Version 25. The findings of the study show that the adoption of M-learning using smartphones by the respondents who are students from the South African Rural Higher Institution (SARHIS) is moderate – a little above the average. Based on the study, it is recommended, that students’ awareness should be raised and that M-learning should be supported given the recent transition from onsite to online teaching and learning practices.

    South Africa after 1994 with the newly elected government established a new political framework and governance of the public sector. The installation or appointments of local government officials came before the foundation of local government, with greater aspirations from the nation to appropriately rectify historical inequalities and offer services to people in an ethically and democratic way. The consequence of the ethical behaviour of municipal authorities on decision making is thought to have a significant influence on government power and direct access to the decision-making process. This study examines the possibility for developing ethically inclusive behaviour in local government by considering work culture as one of the drivers and characteristics of employees in local government. It highlights that the promotion of a professional service ethos throughout South African local government manifests itself as appropriate behaviour promoted through laws and prescriptions, a code of conduct, and culture. The article's findings and discussions are valuable in addressing the perceived unethical behaviour in the South African local government and contribute to the development of better governance and public sector ethics.

    This study explored the perspectives of teachers on learners’ performance in scarce skill subjects. A qualitative approach was used to investigate the challenges of teaching and learning scarce skill subjects in King Cetshwayo District. Bronfenbrenner's theory of ecological systems was adopted as the theoretical framework to underpin the phenomenon. The theory enables the researchers to understand human development in various social, legal, economic, political, and technological environments. A semi-structured interview guide was used for the data collection for the study. Data from the face-to-face individual interviews were thematically analyzed to present interpretive findings for discussions. Findings revealed that several factors, such as overcrowded classrooms, inadequate infrastructure, and inadequate appointments of teachers, contributed to learners’ poor academic performance in scarce skill subjects. Seemingly, inadequate necessary support from stakeholders affects the teaching and learning of these subjects in South African high schools. The study recommends collaborative effort among all stakeholders through regular evaluation of teaching to enhance learners’ academic performance.

    In this article I shall reflect on the issue of humanising pedagogy, taking a view that dehumanisation, in general, comes from two kinds of oppression. I shall argue that, apart from oppression of the political type, tertiary education is also a victim of another type of oppression which contributes to its dehumanisation, viz. the oppression exercised by the economic system that South Africa has chosen to adopt after 1994. In the context of these two factors, I shall discuss what humanising pedagogy is, as presented in selected literature. I shall then discuss the political oppression and Freire’s educational solution. Further, I shall present the effect of neoliberal economy on higher education. Finally, I shall, in full circle, go back to the issue of humanising pedagogy and the possible solutions, coming from Freire, but also Fanon, Said, and Bhabha. I shall conclude with a personal reflection on the situation in South Africa and the role it could play in remedying the educational quandary. Ex Africa semper aliquid novi!

    This paper explores the impact of entrepreneurship education on tourism students’ entrepreneurial intention, and insights of the desirability and feasibility of starting a tourism-related business upon graduation. A structured questionnaire survey was used to collect data from 154 randomly selected tourism students in a comprehensive University in South Africa. Data analyses included descriptive, bivariate, and multivariate analyses to address research objectives. The results indicate that entrepreneurship education influences tourism students’ entrepreneurial intentions, including students’ perceptions of the desirability and feasibility of starting tourism-related businesses. The findings further suggest that some respondent profile variables have influences on how tourism students perceive entrepreneurship education and entrepreneurial behaviour. The study recommends that the university that is stu-died implement a variety of reform programmes aimed at increasing employability or self-employment among university tourism graduates. Among them is the addition of a new entrepreneurship track to the undergraduate curriculum. Students, as from their first year of study should be invited to apply for the entrepreneur-ship education track, which includes business training as well as individualised coaching sessions with industry mentors. This will aid in the formation of professional networks, increased entrepreneur-ship process knowledge base, and self-efficacy among tourism students who want to become tourism entrepreneurs.

    Background: Early 2014, subdermal contraceptive implant was introduced in South Africa, Implanon® NXT, aiming to expand the method mix, increase effectiveness and availability to long-acting contraceptives. The initial uptake was extremely high, but concerns have been raised with treatment failure and high number of removals reported. Aim: The study focuses on describing women’s perceptions with use of Implanon® at a primary health care (PHC) facility in KwaZulu-Natal. Setting: This study was conducted at a selected primary health care (PHC) facility in KwaZulu-Natal. Methods: A quantitative, descriptive study design was used. Through purposive sampling, a sample of 60 women from 15 to 50 years old were recruited. Data were gathered through a structured questionnaire and analysed using SPSS 24 software. Results: Study findings show that slightly above half of respondents, 32 or 58.1% expressed satisfaction towards the implant, 20 or 40.9% had stopped using the implant as a result of its major implications. It was found that an edge above half of respondents continued using the implant 28 or 50.9%, while close to half had abandoned it (27 or 49.1%). Some respondents reported that they were experiencing heavy menstrual bleeding and low sex drive as serious unwanted side effects forcing them to stop using Implanon®. Conclusion: Side-effects and poor screening, counselling and support are major reasons for early removal. It is imperative to develop an effective screening tool and to re-train healthcare workers on Implanon® NXT. Contributions: This article contributes to increase awareness of women’s perceptions about Implanon® contraceptive.

    The application of information and communication technologies (ICTs) in information and knowledge management (IKM) has attracted the attention of library and information Science (LIS) scholars in the recent past. The multidisciplinary and interdisciplinary nature of ICTs means that the ICT literature is published in several fields of knowledge. Although Bradford’s law of dispersion is commonly used to determine the core journals in a given field or discipline or topic of study, this study attempts to use the principles of the law to determine the core concepts of ICTs within the information and knowledge management literature. Data was obtained from EBSCO Discovery’s Library, Information Science and Technology Abstracts (LISTA) and the Library and Information Science Source (LISS) databases using a variety of keywords as search terms. The procedures of conducting a Bradford analysis were followed to determine the core subject terms in ICTs as reflected in the IKM group of articles published between 1998 and 2017. The results indicate that the application of ICTs in IKM largely occurs in the fields medicine, business and commerce, education and training (higher education and training), decision sciences, and industrial management. It was also noted that the core subjects varied from one study period to another; technology-associated subject terms were largely visible; and the dispersion of subject terms fits the Bradford’s dispersion. We however noted that the dispersion of articles according to Bradford’s zones is not accurately representative of the principles of the Law. The study has implications for collection development, searching and retrieval practices, and the application of Bradford’s law beyond the analysis of core journals or publications in not only IKM but also in the field of library and information science.

    In the present work, we investigate the power-law entropy corrected holographic dark energy (PLECHDE) model with Hubble horizon cutoff. We use 46 observational Hubble data points in the redshift range 0 ≤ 𝑧 ≤ 2.36 to determine the present Hubble constant 𝐻0 and the model parameter 𝑛. It represents a phase transition of the universe from deceleration to acceleration and has the transition point at 𝑧𝑡 = 0.71165. We investigate the observational constraints on the model and calculate some relevant cosmological parameters. We examine the model’s validity by drawing state-finder parameters that yield the result compatible with the modern observational data. The model’s physical and geometrical characteristics are also explored, and they are shown to match well with current observations of observational Hubble data (OHD) and the latest joint light curves(JLA) datasets.

    This article shares the lived personal and professional experiences of a group of author-translators who wrote, translated and adapted an academic textbook into an African indigenous language, isiZulu. The book, Izisekelo Zokulungisa Okubhaliwe: Izinsizakuhlaziya Nokwenziwayo, is the isiZulu edition of Text Editing: A handbook for students and practitioners, written in English by Van de Poel, Carstens and Linnegar (2012) and the Sesotho translation Metheo ya ditokiso tsa sengolwa by Maleti (2016). Both titles were used to guide the author-translators in determining the form and the content of the isiZulu edition. While most of the source texts could be translated into the target language, aspects that were specific to the target language (e.g. rules of grammar, spelling and punctuation) had to be originated. Besides this challenge, the author-translators had to develop terminology equivalent to that used in the source texts where it did not exist in the TL (e.g. terms specific to the realms of book publishing and text editing). Using Afrocentrism and Steiner’s hermeneutic motion, this study adopted a qualitative research approach from an interpretive perspective. Data derived from semi-structured interviews and praxis essays were analysed through the lens of Interpretative Phenomeno-logical Analysis (IPA). The production of the book highlights the emergence of a new image of the extraction of material from an academic territory, digesting and bringing it home to suit the target language while ensuring that meaning, culture, effect, academic style and register were maintained. The interdisciplinary nature of the work and the nature of the text being academic take the second and the third steps of Steiner’s hermeneutic motion a stride further. This research adds to Steiner’s work by acknowledging the existence of Source Text Exegesis (initial browsing and critical analysis) before hermeneutic motion starts through ‘trust’. The author’s lived experience reveals that it is possible to write, translate and adapt academic books from English into isiZulu, one example of how an African language can be intellectualised. Although the available indigenous equivalents for terms in Text Editing were generally limited, by using strategies such as semotaxis, neologism and transliteration, the author-translators produced a book that has contributed enormously to the development of new isiZulu terms in its field. Indeed, the book presented an opportunity to introduce practitioners to some of the standard terminology used frequently in the context of text editing and proofreading – in their own language. For many years, writing academic books in indigenous languages has been considered impractical and impossible because of the dominance of English and an unprecedented devaluation and marginalisation of African languages on the ill-perceived grounds that they are inferior to the so-called languages of civilisation and enlightenment. This article argues that African intellectuals are able to use translation to contribute to the decolonisation process of the mental realm and the intellectualisation of African languages (Alexander 1990).

    Canfieldite Ag8SnS6 (STS) nanocubes were prepared by the solution decomposition of precursors using heat-up and hot injection protocols employing coordinating solvents (oleylamine - OLA and dodecanethiol - DT) to afford monodispersed silver tin sulfide (STS) nanoparticles. The phase and shape of nanoparticles were tuned by varying reactants' temperature and mole ratios. The powder X-ray diffraction (p-XRD) and transmission electron microscopy (TEM) analysis indicate phase pure orthorhombic Ag8SnS6 nanocrystals with nearly monodispersed particles ranging between 12 and 50 nm. The p-XRD patterns for the STS nanoparticles obtained by the heat-up method exhibited enhanced peak broadening than the hot injection route, accounting for the corresponding quantum confinement effects. Likewise, the (124), (227) and (266) planes of the reflections in OLA/DT capped STS crystals appeared well resolved, indicating that seed growth of a transitional Ag2S might be involved in the formation of the ternary chalcogenides. The values of the energy bandgap (Eg) were found in the range of 1.16–2.60 eV. At the same time, the STS nanoparticles exhibited high photon absorption and low quantum yield potentials, making them a possible candidate for photovoltaic cells and enhanced photoelectrochemical performance.

    The study aimed to determine if infopreneurship can be an employment option for Library and Information Science (LIS) students and graduates in KwaZulu-Natal (KZN), South Africa. Specifically, it investigated LIS graduates involved in infopreneurship, the requisite competencies, areas of infopreneurship, and challenges. Guiding the research was the interpretive paradigm. Employing a qualitative methodology, the study used the case-study design. Data were collected through triangulation of interviews, content analysis and observations. Non-probability sampling methods were used, i.e., purposive sampling and snowball sampling. A total number of 60 infopreneurs from KZN were interviewed. The results of the study revealed that infopreneurship is practised in South Africa, though a minimal number of graduates from LIS practise it. Furthermore, infopreneurship is constantly developing, as are the infopreneurship activities that infopreneurs can perform. Notwithstanding its challenges, the majority of the infopreneurs identified have been practising it for over five years. These results suggest that infopreneurship can be an option for employment for LIS students and graduates. Ultimately, there is a need for a curriculum review and development to best prepare students to be infopreneurs. Furthermore, there is a need to include infopreneurship policies for the fight against unemployment among graduates.
